WebSettlers will use PA with a fusion core installed if the settlement gets attacked. Don't leave a fusion core in yours. They'll only get into power armor that has a fusion core in it. Try to give the settlers the fusion cores and when the settlement gets attacked they will jump in the PA. It has worked for me.
